From Tuesday, December 6 to Wednesday, December 7, 2022, Mr. Su, a representative of the USR Promotion Center of Taiwan's Ministry of Education, and principals and vice-presidents of five Taiwanese universities (National Chi Nan University, National Kaohsiung University of Science and Technology, National Sun Yat-Sen University, National Taiwan Ocean University, and Tunghai University) visited Kochi University.

Since 2017, Taiwan's Ministry of Education has been implementing the University Social Responsibility Practice (USR) Project, which aims to cultivate students capable of creating value for community development as part of the university's social responsibility.

The five Taiwanese universities are also members of the Taiwan Japan Alliance. The Alliance is a platform for universities in Japan and Taiwan, which face similar social issues such as an aging society and declining birth rate, to share their initiatives and contribute to regional development.

This visit was led by the USR Promotion Center of the Ministry of Education in Taiwan, and was the first visit to Japan by a Taiwanese member universities since the establishment of the Alliance in November 2021.

On December 6, the first day of the visit, Director Hiroyuki Ukeda introduced the COC/COC+ project, in which TUAT received the highest rating of S as an achievement related to regional development. In addition, Dean Tatsuro Oishi of the School of Regional Collaboration introduced the initiatives of the School of Regional Collaboration, which was established ahead of other universities in Japan. In addition, an online seminar was held to commemorate the signing of an academic exchange agreement with National Taiwan Ocean University (a member of Taiwan), where two doctoral students of the Kuroshio Science Program presented their research results on the ocean.

On December 7, the following day, the participants visited the Tosa Food Business Creator (Tosa FBC) Human Resource Creation Project and the Next Next Generation Horticulture Evolution Project Led by Internet of Plants (IoP Project), which are being undertaken in collaboration between industry, academia and government.

Throughout the entire visit, the Taiwanese member universities asked enthusiastic questions about how to involve the local community in the continuation of the project.

This visit was an important opportunity for future regional development in Kochi Prefecture and, by extension, in Japan as a whole.

　2022年12月６日（火）から７日（水）にかけて、台湾教育部USR推進センターの蘇代表及び台湾５大学（国立暨南（きなん）国際大学、国立高雄科技大学、国立中山大学、国立台湾海洋大学、東海大学）の校長や副校長が、高知大学を来訪しました。

　台湾教育部は、大学の社会的な責任として、地域開発の価値を創造可能な学生を育成する「大学の社会的責任実践（USR）プロジェクト」を2017年から実施しています。

　また、台湾５大学は、日台大学地方連携及び社会実践連盟（日台連盟）の加盟校です。本連盟は、高齢化社会や少子化など、類似した社会問題を抱える日本と台湾の大学が、それぞれの取組を共有し、地域発展に寄与することを目的としたプラットフォームです。

　今回の訪問は、台湾教育部USR推進センター主導で行われたもので、2021年11月の連盟発足以来、台湾側加盟校の初めての来日となりました。

　来訪初日の12月６日には、地方創生に関する実績として、本学が最高評価Sを受けたCOC/COC+事業について受田浩之理事より紹介が行われました。また、全国に先駆けて設立した地域協働学部における取組について大石達良地域協働学部長より紹介が行われました。さらに、国立台湾海洋大学（台湾側加盟校）との学術交流協定調印式及び調印を記念したオンラインセミナーも行われ、両大学の海洋に関する研究成果について、国内外から多くの関心が寄せられました。

　翌12月７日には、本学を含む産学官が連携して取り組んでいる土佐フードビジネスクリエーター人材創出事業（土佐FBC）、Internet of Plantsが導くNext次世代型施設園芸農業への進化プロジェクト（IoPプロジェクト）の視察が行われました。

　全日程を通じて、台湾側加盟校からは、いかに地域をまきこんで事業を存続させるのかなど、熱心な質問が行われました。

　今回の来訪は、今後の高知県、ひいては日本全体の地方創生につながる、重要な機会となりました（リンク）。
