(1) Regarding Traffic Accidents

Every year, traffic accidents occur in which Kochi University students are either the perpetrators or the victims.
Traffic accidents place a significant emotional and financial burden on everyone involved—whether they are the perpetrator or the victim—as well as on the individuals and their families. Therefore, it is the minimum responsibility of anyone driving a car or motorcycle to carry not only mandatory automobile liability insurance (Jibaiseki) but also voluntary insurance.
When driving a car or motorcycle, please refrain from drinking and driving, and always strive to drive safely and responsibly.
Under the Road Traffic Act, bicycles are classified as light vehicles. Please obey traffic rules just as you would when driving a car or motorcycle.

① Accident Handling

In the event of an accident, both the at-fault party and the victim must take measures to prevent further accidents. If anyone is injured, immediately call an ambulance and notify the police. Record the names, addresses, driver’s license information, and vehicle registration numbers of both parties, assist police officers during their on-site investigation, and take necessary steps such as arranging for an accident report.

② Reporting an Accident

In the event of an accident, whether involving personal injury or property damage, you must promptly notify your academic advisor and the Student Support Office (or the Student Affairs Office for medical students).

③ University Disciplinary Action

In accordance with the school regulations, depending on the nature of the incident, disciplinary actions such as expulsion, suspension, or a formal warning may be imposed.

④ Consultation regarding accident response

If you find it difficult to handle matters such as settlement negotiations, do not try to make decisions or resolve the issue on your own; instead, consult the prefectural traffic accident consultation office.

(2) How to Avoid Being Scammed by Unscrupulous Business Practices

Victims of unscrupulous business practices tend to be concentrated among students and young people who have recently entered the workforce. Students living away from home for the first time should be especially cautious. Please note that if you are approached with the following types of solicitations, or if there is a risk that such solicitations will continue, the perpetrators may face criminal penalties or administrative sanctions.

① Multi-level marketing

First, you sign up for a product or service, then you recruit new customers, and you receive a commission for each new customer you bring in. Recently, this has come to be referred to as a "network system."

② Qualification-based sales tactics

Scams in which they solicit customers over the phone with claims like "You can get certified just by taking the course," then send study materials and demand payment.

③ Cold calling

Scammers who approach people on the street under the pretense of conducting a survey, lead them to another location, and then persistently pressure them into signing contracts for products or services.

④ Appointment-Based Sales

Scams in which perpetrators use phone calls or postcards to lure victims to their offices or other locations by claiming, for example, "You have been specially selected," while concealing their sales intentions, and then persistently pressure them into signing contracts for products or services.

⑤ Inspection-based sales tactics

Scammers who lie by claiming, “We’re here from the government office to inspect your water pipes,” then demand an inspection fee; or who, after the inspection, claim “repairs are needed” and proceed with the work without authorization, then bill you for it.

⑥ Hypnotic Sales Tactics

A scheme that gathers people at a venue, distributes daily necessities and other items for free, whips participants into a frenzy to induce a trance-like state, and then sells them high-priced products.

⑦ Psychic scams

People who, through fortune-telling or name analysis, attribute the causes of mental or physical distress to spiritual factors and then sell amulets or seals to those suffering, or charge fees for prayers.

Unscrupulous businesses use various tactics to exploit people’s desires and skillfully prey on their psychological vulnerabilities. If you ever think, “Something doesn’t seem right,” do not sign a contract immediately; instead, refuse clearly and firmly.
If you do become a victim, please consult with a faculty advisor. Additionally, since a cooling-off period is available, please consult the Student Support Office and report the incident to the police or a consumer affairs center. Kochi Prefectural Police Headquarters Website 》.

◇Cooling-off Period

The cooling-off period is a system that allows you to cancel a contract unconditionally within a specified timeframe if you signed it under pressure from a salesperson’s persistent solicitation—such as in door-to-door or telemarketing sales—but later realized you no longer wanted the product or service.

(3) Cult-like religious groups

Please be wary of cult-like religious groups that pose as student clubs or similar organizations to recruit members.
It appears that cult-like religious groups are conducting recruitment activities both on and off university campuses.
Some of these groups may initially approach you with statements such as:

“Would you like to play sports (tennis, soccer, basketball, etc.) with us?”
“Are you interested in volunteer work?”
“Would you like to join a party? You can make friends from other universities and working professionals.”
“Would you like to become a model or a cheerleader?”
“Would you like to correct your slouch and learn how to walk gracefully?”
“Would you like to cook and have a meal together sometime?”

There are cases reported in the media where individuals are recruited under the guise of music, sports, or volunteer clubs, only to be subjected to mind control without realizing it, and then pressured to make large financial contributions. Joining such groups not only causes significant mental and financial harm and ruins your student life, but it can also destroy the bonds of trust among friends if you recruit them into the group.Please be extremely cautious of cult-like groups that approach and recruit you without revealing their true identities or the nature of their activities, and do not disclose personal information such as your name, phone number, or address. Furthermore, if you feel something is “suspicious,” refuse them firmly and decisively.  

(4) Regarding drugs such as marijuana

There has been a series of incidents in which college students have been arrested on suspicion of violating the Cannabis Control Act for possession, use, or cultivation of cannabis, making this a growing social concern. Abuse of cannabis can lead not only to symptoms such as hallucinations and delusions but also to adverse effects on physical functions, including impaired reproductive and immune systems. Please be aware that cannabis and other prohibited drugs are illegal, and under no circumstances should you become involved with them.

(5) How to Respond to Suspicious Phone Calls

Every year, there are several instances where individuals claiming to be affiliated with Kochi University call students’ parents’ homes, asking for the student’s cell phone number or similar information. When university staff members call for official business, they will identify themselves by stating their department, position, and name. Therefore, if you receive a suspicious call, do not provide any information immediately; instead, verify that the caller is indeed a university staff member before responding. Additionally, please contact the Student Support Office if you receive a suspicious call.  

(6) Alcohol consumption (such as binge drinking)

During this time of year, when there are many opportunities to drink alcohol at events such as freshman orientation, there has been an increase in accidents caused by acute alcohol poisoning resulting from "chugging." Since drinking alcohol is prohibited by law until you turn 20, you must absolutely not drink.

In addition, consuming large amounts of alcohol in a short period of time—such as through binge drinking—causes blood with a high alcohol concentration to flow to the brain, which can paralyze the entire brain and significantly increase the risk of death. In other words, binge drinking causes brain paralysis to progress rapidly. Upperclassmen should also strive to drink in moderation and refrain from reckless drinking or pressuring other students to drink.

[7] Lost and Found / Theft

If you lose or find an item on campus, or if your belongings are stolen, please report it to the administrative office of the relevant facility or the Student Support Office.
Found items will be listed in the "Notices" section of the Kochi University Academic Information System (KULAS).

(8) School Grounds Maintenance

Please always strive to keep the environment clean and tidy by properly handling facilities and equipment (such as desks and chairs), keeping classrooms organized, and removing trash and litter.

(9) Smoking

Smoking is prohibited throughout the entire campus.

[10] National Pension

The National Pension System is designed to provide financial security in old age and in the event of disability. Students aged 20 or older are required to enroll, so please complete the necessary procedures at the National Pension office of the municipal government where you are registered.

In addition, if your income is low and you have difficulty paying your National Pension premiums, there is a “Special Payment System for Students” that allows you to defer payments while you are a student and pay them after you enter the workforce. Since you must apply for and receive approval for this system, please contact the National Pension section at your local municipal office.

Please note that our university has been designated as an “Administrative Corporation for Special Student Fee Exemptions” and can process applications; therefore, please contact the Student Support Office, the Student Affairs Office, or the Academic Affairs Office within the Monobe General Affairs Office.

[11] How to Dispose of Trash Properly

Students are members of the community and must act responsibly. It is a mistake to think that just because you are a student living in an apartment, this does not apply to you. Please follow the waste disposal rules of your neighborhood—such as sorting methods and collection days—and take responsibility for your daily life.

[12] Use of Social Media

 In recent years, social media platforms such as Facebook and Twitter have become widespread and easily accessible to everyone. However, there has been a surge in cases where people have been drawn into trouble or criminal incidents due to careless posts.
Please exercise extreme caution when using social media.
・Information on social media is not always accurate. Remember that there are criminals who pretend to be good people.
・When posting photos on social media, location data may be embedded in the image. There have been reports of individuals having their homes identified and becoming involved in incidents simply because they posted such photos, so please exercise extreme caution.
・Information posted on social media can spread worldwide and be viewed by an unspecified number of people. Also, please understand that once information is posted, it cannot be retracted.
・When using social media, please be aware that it carries social responsibility. Be prepared for the possibility that careless remarks may expose you to intense criticism.
・If you identify yourself as a student of this university on social media, please be aware that your actions may reflect on the university.
・You must not make inappropriate comments on social media (such as slander, discriminatory remarks, confidential information regarding research or part-time work, or personal information related to others’ privacy). Insulting others on social media (including comments that denigrate their character or appearance) may constitute a human rights violation and may amount to defamation or insult.
・If you find yourself involved in an online dispute and feel unable to resolve it on your own, please consult the university immediately. Making a mistake in your initial response could exacerbate the situation. Please be sure to utilize the consultation services available.

[13] Handling of Personal Information of Students and Others

Personal information refers to information concerning living individuals that can identify a specific individual through their name, date of birth, or other descriptions.
Kochi University protects the personal information it holds under proper management in accordance with the "Act on the Protection of Personal Information Held by Independent Administrative Agencies, etc. (Act No. 57 of 2003)."As an institution, the University receives a significant amount of personal information from students. The following outlines the University’s handling of the main categories of personal information regarding students and others held by the University.

(1) Personal information of students and others, and the purposes for which it is used

The primary personal information held by the University regarding students and others consists of information submitted during the entrance examination and enrollment procedures, as well as information created or provided to the University as necessary for academic support and guidance, student life support and guidance, and health management and guidance after enrollment.

The University collects personal information only to the extent deemed necessary for educational and research activities, student support, and university administration, and uses it for the purposes listed below. Additionally, the University may contact students or other relevant parties based on the collected personal information as necessary.

Personal information such as your department and student ID number may be posted on KULAS or official bulletin boards.

③ Disclosure of Personal Information to Third Parties

Personal information regarding students and others is used to improve the quality of educational services and may be provided to the following external parties. When outsourcing operations involving the handling of personal information, we take measures to ensure security, such as clearly stipulating confidentiality obligations in contracts.

Kochi University sends "Academic Transcript Notifications" (the same documents received by students) to parents and guardians. This is done to inform parents and guardians of the student’s academic progress and to facilitate appropriate academic guidance through collaboration with them.
 〇Supporters' Association*... "Student Roster (Affiliation/Name)," "Parents'/Guardians' Names and Addresses"
Provided for the purpose of inviting individuals to serve as Supporters' Association officers, informing them about membership fees, sending the Supporters' Association newsletter, and notifying them of Supporters' Association meetings, etc.
