Campus Traffic Regulations
Starting in fiscal year 2017, parking fees will be charged at all campuses in an effort to reduce the number of vehicles entering the premises and to enhance safety measures on campus.
To enter the campus by car, you must obtain an entry and parking permit; students without such a permit are generally not permitted to enter the campus by car. If you must enter the campus for unavoidable reasons, parking fees may apply.
Students who have been issued an access card or an access and parking permit are required to pay the parking fee (1,000 yen per month) in a lump sum for the entire year (covering the application period). However, students who are recognized as needing to commute by car due to a physical disability, students who have been granted a tuition reduction or waiver for financial reasons, and students receiving support under the programs specified in Article 5 of the Kochi University Student Support Fund Regulations are exempt from the parking fee.
If you have been granted access and parking permission at any of our campuses, you may enter other campuses by using your access card or by presenting your access and parking permit.
Access and parking permits must be renewed annually. If your period of use ends due to graduation or other reasons, please return your access card to the appropriate office.
When driving on campus, please comply with all applicable traffic laws and regulations, as well as the Kochi University Campus Traffic Regulations. Please park your vehicle in the designated areas.
In addition, please park motorcycles, mopeds, and bicycles in the designated areas on campus. Please turn off the engines of motorcycles and mopeds while on the Asakura Campus.

*Please note that eligibility and application procedures vary by campus.
*For students primarily based at the Monobe and Usa Campuses, we issue access and parking permits; as a general rule, we do not lend access cards. However, if you visit the Asakura and Okayu Campuses at least once a week, we can lend you an access card in addition to your access and parking permit. If you require an access card, please fill out the application form.
(1) Asakura Campus
① Individuals eligible to apply for campus access permits
Students attending the Asakura Campus whose commute exceeds 16 km one way from the university, or whose academic advisor determines that commuting by means other than a car is difficult due to a physical disability or other circumstances.
*Please note that if your commute is 16 km or less one way and you are submitting a new application due to special circumstances, please consult with the Student Support Office before applying.
② Procedure Flow
(1) Please fill out the application form with the required information and submit it.
(2) Please pay the parking fee at the Cashier’s Office of the Accounting Section (2nd floor, Headquarters Administration Building) no later than three business days after the date of submission.
*Excluding those exempt from parking fees (including those currently applying)
(3) Please pick up your access card at the General Affairs and Administration Section of the Finance Division (2nd floor of the Headquarters Administration Building).
*If an access card is lost or damaged due to the applicant’s negligence, the applicant will be responsible for the reissuance fee.
(2) Okayama Campus
① Individuals eligible to apply for campus access permits
Students attending the Okayama Campus whose commute is 2 km or more one way from the university, or whose advisor determines that commuting by means other than a car is difficult due to a physical disability or other circumstances.
② Procedure Flow
(1) Please fill out the application form with the required information and submit it.
(2) Please pay the parking fee at the Toyonikai Administrative Office (1st floor of the Affiliated Hospital) within three business days of the date you submitted the form.
(3) Please pick up your access card at the Outpatient Parking Management Office.
*A deposit of 3,000 yen is required for new applications.
*If the access card is lost or damaged due to the holder’s negligence, a new deposit of 3,000 yen will be required for reissuance.
(3) Monobe Campus
① Individuals eligible to apply for campus access permits
Students attending the Monobe Campus
② Procedure Flow
(1) Please fill out the application form with the required information and submit it.
(2) Please pay the parking fee at the Monobe General Affairs Section Accounting Unit (1st Floor, Building 1, Faculty of Agriculture, Forestry and Marine Sciences) within three business days of the date you submitted the form.
*Excluding those exempt from parking fees (including those currently applying)
(3) Please pick up your campus access and parking permit at the Student Support Section of the Monobe General Affairs Division (1st Floor, Building 1, Faculty of Agriculture, Forestry and Marine Sciences). The same procedure applies if you are borrowing an access card.
*If an access card is lost or damaged due to the applicant’s negligence, the applicant is responsible for the reissuance fee.
(4) Usa Campus
① Individuals eligible to apply for campus access permits

② Procedure Flow
(1) Please fill out the application form with the required information and submit your application.
(2) Please pay the parking fee at the Cashier’s Office of the Accounting Section (2nd floor, Headquarters Administration Building) on the Asakura Campus within three business days of the date you submitted the form.
*Excluding those exempt from parking fees (including those with pending applications)
(3) Please pick up your access and parking permit at the Research Promotion Division (Marine Biology Research and Education Facility). If you are borrowing an access card, please pick it up at the General Affairs Management Section of the Finance Division (2nd floor, Headquarters Administration Building).
*If an access card is lost or damaged due to the applicant’s negligence, the applicant is responsible for the reissuance fee.
