Overview  The 2007 "Basic Act on the Ocean" called for the "comprehensive management" of coastal areas. While examining the challenges of defining the scope of "coastal areas" and determining what "comprehensive management" entails, this paper argues for the necessity of a comprehensive management legal framework that connects the continuous natural environments of "forests, rivers, and the sea."
